DCMA 14-Point Assessment
Schedule health diagnostics for logic, leads/lags, constraints, float, durations, invalid dates, missed tasks, critical path, CPLI and BEI.
Baseline schedules, updates, critical-path reviews and recovery planning.
We develop and review critical path method (CPM) schedules with logical sequencing, calendars, milestones, activity coding and reporting structures aligned with the contract.
Define scope and work breakdown structure, identify constraints and interfaces, establish calendars, link activities logically, test critical paths and document assumptions in a schedule narrative.
Update actual starts and finishes, remaining durations and forecast dates. Analyze changes to the critical path and develop options for mitigation or recovery when needed.
Review missing logic, excessive constraints, float, unusual lags, calendars, critical-path continuity and consistency with site records.
Oracle Primavera P6 and complementary scheduling tools may be used depending on client requirements and available data.
Independent owner-side evaluation of baseline schedules and monthly updates, with evidence-based findings and prioritized recommendations. We use recognized guidance as diagnostic frameworks, always considering project contracts and context.

Review against the U.S. Government Accountability Office's ten best practices for developing and maintaining reliable schedules.
Use AACE International Recommended Practice 29R-03 for forensic schedule analysis where relevant, and PMI's Practice Standard for Scheduling for schedule development principles.
The DCMA 14-point metrics are screening indicators, not automatic pass/fail contract acceptance criteria. AACE RP 29R-03 focuses on forensic schedule analysis rather than serving as a universal baseline audit checklist.
